Construction and earth-disturbing projects across the United States often operate within a complex and layered stormwater regulatory environment that can be difficult to navigate. Requirements originate at the federal level under the EPA’s National Pollutant Discharge Elimination System (NPDES) program, but implementation frequently shifts to state agencies—and in many cases, local jurisdictions add their own enforcement expectations or more stringent controls. This multi-level structure can create confusion and increase the risk of noncompliance if not fully understood.

Beyond permitting, many projects also face “compliance drift” over time. While key elements such as SWPPP development, permit coverage, inspections, and documentation are established early, evolving site conditions, weather events, and operational demands can lead to execution gaps. This webinar will break down how stormwater requirements flow from federal to state to local levels, walk through a practical, real-world example, and provide actionable strategies to help project teams maintain consistent compliance throughout the lifecycle of a project.

Objectives

Upon completion, participants will be able to:  

  1. Determine CGP applicability by evaluating project scope, land disturbance, and the layered requirements of federal, state, and local jurisdictions.
  2. Navigate the permitting process using a real-world example (Florida), including SWPPP development, NOI submission, and understanding local enforcement considerations.
  3. Implement practical field controls and accountability systems to maintain compliance and prevent compliance drift throughout the project lifecycle

Lecturer

Jeff Mansfield, CSP

Mr. Mansfield is a Certified Safety Professional (CSP) currently serving as an Industrial Hygienist for the FAA Eastern Service Area in Tampa, FL, overseeing comprehensive safety programs including asbestos, lead, radiation safety, and drinking water compliance. With experience spanning federal aviation safety, manufacturing HSE management, and EOSH contractor support, he brings expertise in ISO 14001/45001 management systems, respiratory protection, fall protection training, and emergency response. Jeff holds multiple certifications, including Florida Asbestos Building Inspector/Management Planner/Supervisor, CPR/AED Instructor, JLG Train-the-Trainer, and NFPA 70E Electrical Safety, while actively pursuing the CIH (Certified Industrial Hygienist) certification.
